President of Republic of Bulgaria Georgi Parvanov was initiator of the summit "Natural Gas for Europe: Security and Partnership", held in Sofia on 24 to 25 April 2009. At the forum attended by state and government leaders of Russia, the US, Egypt, Qatar, member countries of the European Union, representatives from the Black Sea and Caspian region, Central Asia, as well as representatives of the European Commission and the European Bank for Reconstruction and Development. President Georgi Parvanov said that the summit is an integral part of the efforts of Republic of Bulgaria for a mutually beneficial, equal and active dialogue with the countries of Central Asia, Black Sea and Caspian Region, our partners from the European Union and representatives of all countries, who participated in this prestigious forum.
The president stressed that the main purpose of the meeting is searching for new international arrangements and formation of a new European energy policy, the achievement of sustainable energy security to Bulgaria, the region and Europe, realization of strategic projects for the transmission of energy resources and prevent crisis situations related to the supply of oil and gas to Europe.
In order to ensure energy security for all countries involved, participants adopted a declaration which supports the implementation of all infrastructure projects that aim at diversifying supply of hydrocarbons to Europe.
By decree number 97 of the Council of Ministers of Republic of Bulgaria of April 23, 2009 the financial resources for that prestigious forum has been specified and provided.
Total funding- amounted to 1.9845 million BGN were provided by restructuring costs in the central budget for 2009, and were distributed as follows:
- The budget of the Ministry of Foreign Affairs - 1,404,500 BGN .;
- The budget of the Ministry of Interior - 200 000 BGN .;
- The budget of the National Security Service - 380 000 BGN
The summit "Natural Gas for Europe: Security and Partnership", Sofia, 24 to 25 April 2009 was held in the National Palace of Culture- the largest multifunctional complex in South-eastern Europe for congresses, cultural events and exhibitions and found broad coverage in the media of Bulgarian society, including the publication of the Parliament of the Republic of Bulgaria and the Bulgarian Telegraph Agency.
